Kleines rotes Album mit goldener Einschrift « Collection de Timbres du BIE », dabei alle Marken mit jeweiligen Erklärungen. Enthalten sind Pestalozzi ungebraucht und gestempelt, Père Girard Einzelmarken und seltener Block ungebraucht und gestempelt, alle Ausgaben ungebraucht und gestempelt bis 1946. Im Weiteren ist ebenfalls ein Rumänien-Block von 1942 von Maiorescu, zudem noch Serie ungebraucht und gestempelt vorhanden. Zum Schluss noch ein Block von 1946 von Polen, inklusive Einzelmarken ungebraucht. Ein sehr seltenes Heft, es sind wahrscheinlich nur sehr wenige herausgegeben worden. Eine Rarität von hohem Liebhaberwert.
